This proposal seems typical of a government too weak to stand-up to the bullying scum at the bottom, taking it's revenge by bullying the law-abiding instead.
Nicely put. This sums up Labour's approach to more than dogs - it's how they tackle crime generally. And terrorism. And motoring offences. It's how they do things now.
It's why people like me have totally lost faith in a once honorable political party.
